A recent study from researchers at Harvard University indicates that public policies aimed at alleviating poverty can have a significant impact on children’s brain growth. The researchers analyzed brain scans of 11,534 children from 21 locations across 17 states, where various public services, including health benefits and cash assistance, were available to low-income families. They found that children in areas with more robust public support had a larger hippocampus, a brain region crucial for learning, memory, and emotional regulation.
“The inquiry we pursued was whether the strength of the relationship—how much growing up in poverty affects a child’s brain development—differs based on geographic location,” explained one of the study’s authors, psychologist Lily Thompson from Harvard.
It’s crucial to clarify the perspective of researcher David Johnson regarding these findings: they should not be seen as implying that children in poverty inevitably have smaller or compromised brains. “These dynamics are quite malleable, influenced by public policies that ease stress and improve financial stability for families,” Johnson noted.

Speech and language expert Sarah Lee emphasized the detrimental effect of stress on family dynamics. “Access to resources is one issue, but we often overlook how stress impacts brain development and parenting, as being present is vital for nurturing a child’s learning,” Lee remarked.
The researchers chose to focus on brain imaging data because “hard evidence” tends to resonate more with policymakers compared to “soft evidence,” which can be viewed as subjective, such as developmental differences among children. “Most policymakers might say, ‘Well, that could be due to individual family discipline strategies,’” Thompson explained. “However, it’s harder to dismiss the significance of these findings when they reveal biological impacts on children’s brain development.”
